Australia’s non-bank lending market: a niche segment in transition

Australia is a wealthy, highly urbanised and digitally mature country. Yet national wealth does not eliminate household cash-flow pressure: 21.7% of households report that they would be unable to raise A$2,000 within a week for an important expense.


This creates persistent demand for short-term liquidity. However, in a country of only 27 million people, small and medium amount credit contracts remain a niche rather than a mass-market product. Annual SACC and MACC originations have stayed close to A$1.3 billion for five years.

The market is not expanding — it is becoming more concentrated. The number of reported market participants fell from 419 in 2022 to 179 in 2025, while average originations per entity more than doubled.


Regulation is also changing the products lenders offer. Following the 2023 reforms, which introduced a stricter repayment cap and additional conduct restrictions, SACC contracts across ASIC’s sample of five lenders declined by 51%, while MACCs increased by 120%. Cash Converters subsequently stopped issuing new SACCs, while other lenders moved towards larger loans, lines of credit and products positioned just above the A$2,000 SACC threshold.


The overall picture is of a small, mature and tightly regulated lending market with sophisticated digital infrastructure. Growth depends less on market expansion and more on winning share, retaining customers and building the right combination of funding, underwriting, product mix and operating efficiency.
